Jixi graphite production began in the 1930s. For more than 80 years, the development and utilization of resources from the initial extensive, low-level to the scientific, intensive, and deep processing direction have been benign development. Jixi was awarded the title of "Graphite Capital of China" by China Mining Association in 2014, and it is the first national mining city in Heilongjiang Province. The city's unique graphite resource endowment and huge reserves make it the world's largest natural flake graphite producing area. The proven reserves are 662 million tons, and the prospective reserves are more than 2 billion tons. The resources are shallow, easy to mine, easy to sort, and sufficient in supply, and more than 50% are large-scale crystalline graphite. Flexible graphite, isostatic graphite, Pyrolytic graphite, conductive ink, graphene and other aspects have irreplaceable advantages of other global resources. Especially in the past three years, the industrial foundation has been further consolidated by adjusting the industrial structure and product structure, refining the production division of enterprises, and displacing competition. The number of production enterprises increased from 32 to 51, and a single mining company was eliminated. The proportion of deep processing increased from 28.1% to 66.7%, the processing capacity of ore reached 7.5 million tons, the capacity of concentrate powder was over 500,000 tons, and the capacity of deep processed products was 340,000 tons . It is estimated that by the end of the year, the output of graphite concentrate and products in the city will reach more than 500,000 tons, of which: the output of concentrate powder is about 400,000 tons, accounting for about 50% of the country and 40% of the world.
2. Continuous optimization of industrial structure
Jixi graphite industry has a higher degree of agglomeration than other cities in the country and around the world. Its product varieties reach more than 300 specifications in 17 categories. It has become the world's most important new material production and processing agglomeration area. China Baoan, BAIC Group, Shanghai Duoling, Harbin Institute of Technology Robotics, South Korea's LG and other well-known companies have come to invest in the construction of spherical graphite, anode materials for lithium batteries, carbon nanotubes, expandable graphite, graphite paper, ultra-high purity graphite, artificial diamond A large number of new graphite material industry projects such as graphene, graphene modified materials, ultra-high power graphite electrodes, etc., have initially formed energy storage materials, sealing materials, superhard materials, conductive materials, graphene materials, comprehensive utilization of tailings, etc. 6 industrial chains. After all the 20 graphite industry projects under construction in the city have been put into production, it is expected that 12 new product categories will be added and the added capacity will exceed 500,000 tons. At the same time, Jixi City has received the approval of the environmental assessment of the hydrofluoric acid purification process and a sufficient dosage ratio, which has effectively reduced the production cost of high-purity graphite, and the bottleneck of creating a production and processing base of 200,000 tons of high-purity graphite and 200,000 tons of anode materials has been completely released. The foundation for industrial development has been further consolidated.
Third, the platform construction is improving
Jixi plans to build a 17.1 square kilometer graphite industrial park, which meets the "six connections and one leveling" standard, and has settled in 17 deep-processing enterprises. The park's sewage treatment plant, acid storage center, and solid waste storage center are gradually being expanded and improved. The completed graphite industry park incubator was promoted to a national-level crowd-creation space and a provincial-level incubator. The National Scale Graphite Sub-Committee, the Heilongjiang Graphite Product Standardization Committee and the Graphene Product Standardization Committee have settled in Jixi, and are responsible for formulating and revising national standards, local standards, and enterprise standards in product standards, inspection and testing methods, general technology, and environmental protection. Integrate universities and scientific research institutions in the region, and set up a "Heilongjiang Graphite High-skilled Talent Training Base" to realize technology and information resource sharing and jointly train professionals in graphite new materials. The provincial-level "graphite industry technical personnel 'school government-enterprise joint training base'" can be set up to provide professional classes according to the needs of enterprises, and continue to transfer professional technical personnel to the region and outside. Jixi has established a national graphite product quality supervision and inspection center. The domestic graphite product detection coverage rate is 100%, and the international standard adoption rate is more than 60%. The ongoing “Heilongjiang Province Graphite Industry Development Plan (2019-2025)” specifies the strategic deployment of “building a 100 billion-level graphite industry”. Key tasks: First, to promote the development of graphite new material industry in the direction of deep processing from the aspects of serving leading enterprises, strengthening scientific and technological support, and building auxiliary platforms. By 2025, it will cultivate more than five billion-level enterprises, build more than 30 scientific research institutions, and cultivate an average of more than 200 reserve talents per year. It will be the world leader in the technological transformation of lithium batteries, high-grade diamonds, and graphene materials. The second is to promote the healthy development of the new graphite material industry towards greening from the aspects of building green mines, creating ecological parks, and developing circular economy. Strengthen resource management and integration, promote advanced production technology, and develop comprehensive utilization products of tailings. By 2025, more than 30 enterprises and projects will be settled in the park to achieve the closure of the entire industrial chain and promote the overall cyclical, sustainable and sustainable development of the industry. The third is to promote the upgrade and development of the new graphite material industry on a large scale from the construction of "material-level" production bases, strengthening of investment invitation from related companies, and implementation of industrial support policies. Aiming at the product diversification development route, we plan to generate more than 50 graphite new material industry projects, and create a vertical complementary chain, horizontal cluster, and multiple chain advantages. By 2025, we will strive to achieve an output value of more than 40 billion yuan.

The "National Resource-Based City Sustainable Development Plan" clearly puts forward the focus on cultivating the graphite deep-processing industrial cluster in Jixi City, and "Several Opinions on the Comprehensive Rejuvenation of Old Industrial Bases in the Northeast and Other Regions" put forward support for the large-scale and high-end Jixi in the Northeast China Special industrial clusters such as graphite deep processing. Jixi has been awarded the title of "Industrial Resources Comprehensive Utilization Base" by the Ministry of Industry and Information Technology.
