Possibility 1: concrete sealing hardener diluted too thick. 

Solution: According to the method of curing agent, when using the first construction according to 1:1 to 1:3 water.  If the first construction absorption speed is fast, the second construction can add less water.  The first time the absorption rate is slow, the second time can add more water. 

Possibility two: cement ground water content is too high. 

Solution: remove water first, the ground waterproof. 

Possibility 3: The concrete floor is not completely dry. 

Solution: Wait for the ground to dry completely before proceeding to the next process. 

Therefore, if the hardener is not absorbed, the problem can be found in the above reasons.
